Installed PyQt4

I tried to install SIP and PyQt via pip; however, some troubles about setup.py occured as follows.

$ pip install sip

So, I installed SIP downloaded from the official site:

$ cd sip-4.14.2
$ python configure.py
$ make
$ make install

I also tried to install PyQt downloaded from there, but some Licese file missed:

$ python configure.py

Finally, I used codes downloaded via pip:

$ cd /tmp/pip-build/PyQt
$ python configure.py
$ make
$ make install
